the cottesmore madness must stop

The Cottesmore madness continues as their hound control leaves little to be desired. Yet again they have allowed hounds, unsupervised, to cause road chaos. Weaving in and out of traffic and in this particular incident on the 16th November, a hound was very nearly struck by a vehicle. A member of the public had to catch a hound while Northants Hunt Sabs returned the poor hound to the hunt kennels to prevent a serious road collision.

Where are the authorities who are meant to ensure that the public are kept safe from people like the Cottesmore?
